Chocolate Cake without eggs

I store flour (and wheat and a grinder), sugar, baking powder, baking sugar, salt, vanilla, cornstarch, vinegar, etc. We even have chickens but since they aren't always reliable (especially in the winter) I thought I'd try this recipe.  It's very similar (if not the same as)  one my mom makes.
Grease WELL a 9 x 13 in. pan, preheat oven to 350 degree F.

Mix dry ingredients.
3 cups flour
2 tsp. baking soda
1 tsp. salt
2 cups sugar
1/2 cup cocoa
Add in:
2 Tbsp. vinegar
2 tsp. vanilla
2/3 cup oil
2 cups of water or milk (or reconstituted milk)

Pour into greased pan.

Bake for 40 minutes or until done.

At this blog I found lots of different uses for powdered milk, besides just reconstituting it.
